About Porterville Porterville is a city in the San Joaquin Valley, Tulare County, California, United States. The county seat is Visalia, Ca. The population of Porterville was 51,467 at the 2007 census. It is the third largest city in the Visalia Metropolitan Area, behind Visalia and Tulare. Porterville received the All-America City Award (given by the National Civic League annually to ten cities in the United States) in 1994.
